The Admiral. I suspect some sort of energy/matter conversion to create them, possibly genetically modified to emit a telepathic wavelength inducing...[oh cosmos horrible kissing] ...osculation.

Without further study, this is all mere speculation. But previous attempts to experiment with the mistletoe have proved unwise. [Narvin's had a lot of bad luck with that blasted mistletoe.]
